§ 10-39. Licensing.

  • (a)

    Every person owning, keeping or having in possession any dog or cat shall pay an annual license fee in accordance with the duly adopted schedule of fees for each dog or cat, which license shall be effective for a period of one year from the date of issuance. It shall be unlawful for any person to own, keep, or have in his possession in the city, on the premises owned or occupied by him, or at any other place, any dog or cat for which a current license has not been obtained as provided in this section.

    (b)

    The provisions of this section requiring the licensing of dogs and cats shall not apply to the following:

    (1)

    Dogs and cats under the age of four months, if kept within a sufficient enclosure;

    (2)

    Dogs and cats owned by, or in the custody or under the control of persons who are nonresidents of the city, traveling through the city, or temporarily sojourning therein for a period not exceeding 30 days;

    (3)

    Dogs and cats brought to the city exclusively for the purpose of entering the same in any dog show, field trial or exhibition, and which are actually entered in and kept at such shows or exhibitions; and

    (4)

    Dogs and cats duly and properly trained to aid or assist blind or physically handicapped persons for the purpose of aiding or assisting such blind or physically handicapped persons in going from place to place.

    (c)

    Upon the payment of the fee, the person paying the fee shall be furnished with a license tag, upon which shall be a number, and the year for which it is issued, the tag shall be attached to the collar or harness of the pet for which issued, and be worn by the pet at all times. Duplicate tags may be obtained upon payment of a fee of $0.50.

    (d)

    The city manager may designate and authorize veterinarians to issue licenses under this section. Veterinarians so designated and authorized may retain $0.50 of the license fee and shall remit the remainder of the license fee to the city. The city manager shall establish recordkeeping requirements for veterinarians designated and authorized to issue licenses under this section.
