It shall be unlawful for any person, other than the owner, employees of the owner
or the city, or persons under contract with the owner or operator of nonresidential
premises to collect and remove garbage, rubbish and trash, to remove, disturb or tamper
with bags, trash cans or bulk containers, to open or empty the bags, trash cans or
to transport garbage, rubbish or trash on the public streets, alleys or public thoroughfares
of the city.
