Any person who shall violate any provision of this division, or who shall fail to
obey any sign, signal or other traffic control device, the placement of which is ratified
and confirmed hereby, or who shall fail to observe any other traffic control measure
directed by this division, when signs are in place giving notice thereof, shall be
deemed guilty of a misdemeanor and, upon conviction, shall be fined as provided in section 1-8.
